Observers of the “Coalition” began monitoring the progress of mobile voting on Saturday morning.

Theme: Public Association “Coalition for Democracy and Civil Society” monitors the voting outside the premises/mobile voting during presidential elections of the KR.
1000 observers from the “Coalition, throughout the country, monitor the voting process. During the voting day, observers will send reports in the form of text messages to the Coalition’s call center on the voting process, and record violations during mobile voting.
According to the CEC, 22 281 voters participate in voting outside the premises. Voters who vote are eligible to vote outside the premises:
- for health or disability reasons, they can not go to the polling station to vote;
- are on polling day in hospitals, in places of detention of suspects and accused;
- temporarily live in places located in remote and hard-to-reach areas, in areas of transhumance;
- also, voting outside the premises is allowed in exceptional cases by decision of the relevant election commission for servicemen who serve on election day in military units located in isolated places remote from settlements.
According to the law, voting outside the premises is held one calendar day before the voting day, and only on the basis of a written application of the voter, for giving him the right to vote outside the voting premises.
Brief explanation of the observation methodology.
The PVT (Parallel Vote Tabulation) methodology is the most effective method of systematic data collection, which allows civil society observers to assess the quality of processes on the Election Day, and to determine the accuracy of the official voting results announced by the election commission.
The basis of PVT is the observation of polling stations selected by a method of representative sampling. This method is based on statistical principles, allowing to extrapolate information from selected polling stations to the entire country.
Parallel Vote Tabulation allows for an evaluation of all voting day processes systematically and impartially: opening of polling stations, voting, closing of polling stations and counting votes. At the same time, the collection and analysis of voter turnout and election results without comprehensive monitoring of all electoral processes does not provide accurate data, since information can be based on incorrect or inadequately collected information.
The goal of the Coalition for Democracy and Civil Society is to contribute to the process of transparency and fairness of elections through the organization of qualitative, objective and independent monitoring of the pre-election process, the voting day and summing up of the results.
This goal is realized through observation of the pre-election process, voting day and post-election process, informing the voter about his rights and duties, polls and interaction with all participants in the electoral process.
